Modi’s invitation to Rabuka

At the invitation of Hon’ble Prime Minister Shri Narendra Modi, Hon’ble Prime Minister of the Republic of Fiji Mr. Sitiveni Rabuka arrived on an official visit to the Republic of India from 24th to 26th August 2025. Prime Minister Rabuka, who is visiting India for the first time in his current capacity, is arriving in New Delhi and is accompanied by his wife; Hon’ble Mr. Antonio Lalabalavu, Minister of Health and Medical Services; and a delegation of senior officials of the Government of the Republic of Fiji.

Prime Minister Modi extended a warm welcome to Prime Minister Rabuka and his delegation. The leaders held wide-ranging and forward-looking discussions on the full spectrum of bilateral matters and regional and global issues of mutual interest. The two leaders expressed satisfaction at the evolution of relations and reaffirmed their resolve to build a broad-based, inclusive and visionary partnership in areas such as defence, health, agriculture, agro-processing, trade and investment, development of small and medium enterprises, cooperatives, culture, sports, education and skills development.

The leaders expressed satisfaction at the momentum in bilateral exchanges in recent years, including the historic first visit of the President of India, Smt. Draupadi Murmu to Fiji in August 2024. They recalled the successful hosting of the 12th World Hindi Conference in Nadi, Fiji in February 2023, which celebrated the shared linguistic and cultural heritage of India and Fiji.

Their perceptions on world forums

The leaders reaffirmed the deep and long-standing ties and strong people-to-people ties between India and Fiji. They acknowledged the contribution of the indentured labourers, the indentured community of over 60,000 Indian indentured labourers who arrived in Fiji between 1879 and 1916, in shaping Fiji’s multicultural identity, diverse society and economy. Prime Minister Rabuka appreciated the visit of Minister of State for Foreign Affairs and Textiles, Shri Pabitra Margherita to the Republic of Fiji to participate in the 146th Girmit Diwas celebrations in May 2025.

The leaders noted the successful holding of the sixth round of Foreign Office Consultations in July 2025, which provided an important platform to review progress and identify new areas of cooperation.

The two countries agreed to work together to keep the Indo-Pacific a peaceful, free and inclusive region. India and Fiji have pledged to increase defense and security cooperation, giving a new direction to their bilateral relations.

In view of China’s growing influence in the Indo-Pacific region, India’s strengthening relations with Fiji are strategically very important. PM Modi said that India will provide training and equipment assistance to Fiji to strengthen maritime security.

PM Modi said, in the field of cyber security and data protection, we are ready to share our experience. Also, a post of Defence Attache will be created in the Indian High Commission in Delhi.

In a joint statement after the meeting, Prime Minister Modi also remembered the contribution of more than 60,000 indentured Indian-origin people living in Fiji, who have played an important role in the prosperity of Fiji with their hard work. The two countries signed seven agreements for cooperation in important areas like defense, health, education, trade and rural development.

Modi raised the voice of the global south: Rabuka

Fiji Prime Minister Rabuka praised India’s leadership for the global south and said that Prime Minister Narendra Modi played an important role in raising the voice of this region at the global level. He thanked India for organizing the Voice of Global South Summit. This visit lays the foundation of a strong strategic partnership along with deepening the centuries-old cultural and people-to-people ties between the two countries.

Fiji strongly supported India’s permanent membership in the United Nations Security Council and also reiterated its support for India’s candidature as a non-permanent member for the term 2028-29.

Rabuka invited Modi to visit Fiji… Fiji’s Prime Minister Rabuka appreciated India’s vision of an ocean of peace and invited Prime Minister Modi to visit Fiji. Both countries also agreed to enhance UN peacekeeping operations and defense cooperation.

Both countries agree on zero tolerance against terrorism… In the meeting, both the leaders reiterated the policy of zero tolerance against terrorism and rejected double standards on terrorism. Agreed to increase bilateral cooperation to deal with this threat. Fiji’s PM Rabuka strongly condemned the Pahalgam terrorist attack. Both countries agree that terrorism is a major challenge for the entire humanity.

  • Super Specialty Hospital : An MoU was signed to set up and run a 100-bed super specialty hospital in Suva, Fiji. This will be a big step in strengthening Fiji’s health infrastructure.
  • Jan Aushadhi Yojana : An agreement was signed to open Jan Aushadhi Kendra in Fiji. This will make affordable and high quality medicines available to the people of Fiji.
  • Standardization Cooperation An MoU was also signed between the Bureau of Indian Standards (BIS) and DNTMS of Fiji for cooperation in the field of standardization.
  • Skill Development : An MoU was signed between NIELIT of India and Pacific Polytechnic of Fiji for cooperation in IT and skill development. Its aim is to increase employment opportunities for the youth of Fiji.
  • Rural Development : An agreement was signed between NABARD of India and Fiji Development Bank to promote rural development and financial inclusion.
  • Quick Impact Projects (QIP) : An agreement was signed on Indian grant assistance for implementation of quick impact projects that will accelerate development work in Fiji.
  • Migration and Mobility : Cooperation between the two countries was announced on Migration and Mobility that will facilitate movement of people between the two countries.
